Community development department has the objectives of:
• To promote increased community participation in development programmes.
• To foster development initiatives almost the youth
• To develop capacity of elderly and PWDS to access production and to participate in development initiatives.
• To promote positive cultural practices in the district.
• To promote employment and productivity to provide an enabling environment for improved livelihood and socio-security.
• To promote the realization of the rights of offenders, family harmony and co-existence.
• To promote gender sensitivity at all levels.
• To foster development amongst women and alleviate their status.
• To enhance the capacity of the departments
Orphans:
The 2002 population and housing census reveal that Pallisa District had 21,574 orphans. This is represents 11% of all children implying that in every ten children at least one is an orphan. The table below shows that the number of orphans by nature, age and sex; while the chart shows the extent of orphan hood in the District by sub-county. In 2007 there were a total number of 79,229 orphans, 31,614 of these male and 47,615 female. So far there are 21 child protections committees but there are no child resettlement centres or orphanage homes yet in the district.
Disability
Disability is a condition that denies a person a normal economic and social life, which has lasted or is expected to last more than six months. In Uganda, cases of epilepsy and rheumatism are classified disabilities while internationality, they are not. The distribution of disabled persons by age groups shows disability is common in early years of life. The percentage distribution is evenly distributed in all age groups expect 0-4 years and 5-9 years which is above 11percent .The rest of the age groups have the percentage distribution of less than 10 percent. In most age groups, there are more males than females of the disabled persons. Therefore, disability is common in males (7,558) than in females (6,586). The information for Pallisa District disability status shows that the highest disability category is physical, followed by sight, then hearing with mental illness as the least. At county level, Pallisa has the highest number of disabled persons in all categories expect sight.
