) The District Council - The Local Government (LG) is established under article 180 of the Constitution of the Republic of Uganda based on council. Therefore the District Council is the highest political authority within its area of jurisdiction and has legislative and executive powers that it can exercise in accordance with the Constitution of the Republic of Uganda among the obligations the District Council has is the obligation to prepare comprehensive and integrated development plans incorporating the plans of lower level local governments for submission to the National Planning Authority. The district Council is composed of 37 councillors of whom 30% (13 councillors) are women. The District Council is headed by the District Speaker and Council has held five meetings. To date the council has four vacant positions one of which is the District female youth councillor. The District Executive Committee (DEC) over sees the day to day operations of the district on behalf of council. The DEC is chaired by the District Chairperson who is the District Political Head. The other members of the DEC include the District Vice Chairperson, Secretary for Finance Planning and Administration, Secretary for Works and Roads and Water and Secretary for Production and Natural Resources. The District Chairperson is also Secretary for Social Services, while the District Vice Chairperson is Secretary for Health, Education, Hygiene and Sanitation.
ii)District service commission - Article 198 of the Constitution of the Republic of Uganda establishes the District Service Commission (DSC) for each district. the DSC has the power to appoint persons to hold or act in any office in the service of the district, including the power to confirm appointments, to exercise disciplinary control over persons holding or acting in any such office and to remove those persons form such office. The DSC consists of a Chairperson and four other members, one of whom is representing the urban council. The tenure of all the other DSC members expired in April 2007. This left the Chairperson as the only member of the DSC and therefore could not carry out full scale activities if the DSC. However, by December 2007 arrangements were in place to have the DSC fully constituted.
iii)Public Accounts Committee (PAC)- The Public Accounts Committee (PAC) has five members one of whom is a female member comprising a percentage of 20%.PAC has held 32 meetings in the period January to December 2007.Four reports were produced implying that a report is produced after ever quarter or three months.
iv)Contracts Committee -The committee is composed of five members with only one of them being a lady. In 2007, the committee held 12 meetings; thus an average of a meeting in each month. Four reports were made with each being produced at the end of each quarter or every three months. Out of the 400 bids that the Contracts Committee received, it pre qualified 145 firms to undertake various activities in the district, made 105 awards and did not have any of the awards cancelled. However, one firm was recommended to the Public Procurement and Disposal of Public Assets Authority for black listing.
v)District Land Board- The district Land Board is composed of five members of whom one member is a female. The board held four meetings; an average one meeting in every quarter or every three months and:
1. Handled one land dispute
2. Approved 20 leasehold Titles
3. Granted 10 freehold Titles of private developers, four for sub counties and one for the district administration.
4. Regularised 15 applications for transfer of titles.
5. Conducted field inspections in Butebo and Kibuku counties.
