Roads
The district has 93 km of trunk roads of which 23 km are tarmac; the tarmac is of grade I. The tarmac part is on the Iganga-Tirinyi- Budaka- Mbale Highway. The other trunk roads are of Murram/gravel and are grade II. These trunk roads include: Tirinyi- Pallisa (20km), Pallisa-Kaderuna (26km) and Pallisa- Oladot (22 km). The district has 407.4 km of feeder road network. Of the this road network, 120 km representing 29% is in good condition, 149 km (37%) is in fair condition and 139 km (34%) is in poor condition. There are over 900 km of community roads and 300km need opening so as to make the whole district accessible and improve marketing of farm produce and improve access to other services like health. The road network has greatly improved in the last decade because of various funding resources and provision of the road unit by central govt. The funding sources include Local Government Development Programme (LGDP), Re integration of Demobilized Soldiers Project (RDSP), Uganda Transport Rehabilitation project (UTRP), Equalization Grant, FADEP, and DANIDA. From the road condition and assessment the District needs about Shs. 2.2 billion to rehabilitate all poor road sections and about Shs. 120 million annually for maintenance.
Water Development
The district safe water coverage stands at 50% against the national average of 67%. This coverage is provided by 516 boreholes, 188 protected springs and 59 shallow wells which were funded by RUWASA, NUSAF, EU/MPP, NUSAF, LGDP, SAI and Directorate of water development (DWD).
Housing
This section is mandated to ensure that buildings are developed at least following the national standard. However it should be noted that most un-gazzetted trading centres have constructed houses in un-coordinated manner. Although the district has submitted those trading centres to be gazetted as townships, there is need for urgent planning of these trading centres. The district administration has a main block, Works block, Water office block, Finance Office block, stores at the District Administration Police, Planning office block, Health office block, Teachers Resource centre and Medical stores. Though there is a Teachers Resource Centre it is not adequate to accommodate the number of people who usually attend the council meetings. The district has initiated the construction of Council chambers at a cost of well over Shs 600 million and has so far secured Shs 100 million.
Mechanical
The district operates a department based arrangement for purchase and repair of vehicles. In this arrangement, each department makes a plan for purchase or maintenance and during implementation only requests for technical guidance from the works department as opposed to the vehicle pool arrangement. The district has 20 pick-ups (which are distributed to various departments) and a road unit. The road unit comprises of 1 tractor excavator, 1 tractor, 1 tractor trailer and water bowser, 2 tippers and 1 vibro- roller. However there are departments that do not have vehicles and have to keep borrowing from the others and these include: Planning, Natural resources and Community Development. The works department has a 2 double cabin pickups and 4 motor cycle co-purchased by DANIDA and the district. It also has a service bay structure equipped with only a store, mechanics office, service pit, pit tool kit.
